Mission:
The mission of SMART is to provide a timely and effective response to any
intentional or unintentional emergency involving animals, including, but not limited
to, bioterrorism, agriterrorism, emerging infectious disease, man-made or natural
events.

Goals:
1) Minimize the threats to the health and safety of animals and humans
2) Minimize the economic impact of animal emergencies
3) Decrease the spread of disease to animals and humans during any emergencies
4) Understand the interface between human and animal health

Objectives:
1) Establish Incident Command structure for SMART
2) Establish committees to address SMART issues
3) Develop a team building guide to address SMART
4) Establish teams of trained personnel who can respond to emergency issues
5) Develop and maintain a SMART website
6) Develop a SMART newsletter and publish periodically
7) Provide outreach and public education materials through SMART

law into action.  The PETS Act
requires local and state
emergency preparedness
authorities to include in their
evacuation plans how they will
accommodate household pets and
service animals in case of a
disaster.
